Frederick Francis Commins was born in Carthage, New York on July 4, 1871 to Richard Commins and Mary Conway. He entered the novitiate at Villanova, Pennsylvania, in September 1891, and made his first profession on September 4, 1892. Three years later, he made solemn profession on September 19, 1895. He was ordained to the priesthood on May 30, 1896 by Archbishop Patrick Ryan at the Cathedral of Saints Peter and Paul.

Father Commins taught for many years at Villanova and, in December 1910 was appointed rector and teacher at Augustinian Academy on Staten Island, New York. In 1918 he became rector at Saint Denis Parish, Havertown, Pa., where he founded the parochial school and began its construction in 1923.

Father Commins died of pneumonia at Saint Denis on January 9, 1924. He was 53 years old. He is buried at Villanova in the Community Cemetery.
